Nicole (Dickelson) Cooper


Dr. Cooper, DrPH, MPH, serves as Senior Director of Strategic Initiatives on the Integrated Health and Social Services team within UnitedHealthcare Community & State. UnitedHealthcare Community & State proudly serves nearly 6.4 million Medicaid members in 27 states, plus Washington DC. UnitedHealthcare is a division of UnitedHealth Group (NYSE: UNH) which is a diversified health and well-being company with a mission to help people live healthier lives and help make the health system work better for everyone. Among other responsibilities, Dr. Cooper is a leader in the development of the team’s research and evaluation agenda and in the Center for Medicare and Medicaid Innovation Center (CMMI) funded Accountable Health Communities model in Hawaii. Prior to joining UnitedHealth Group, Dr. Cooper was part of the U.S. Department of Health and Human Services (HHS) Obama Administration team responsible for the implementation of the Affordable Care Act (ACA) in Washington, DC. During her time at HHS, she served as a policy advisor to top leaders in the organization including the Chief of Staff at the Centers for Medicare & Medicaid Services (CMS), Deputy Assistant Secretary for Minority Health, and the Director of the HHS Office of Minority Health. Dr. Cooper holds a bachelor’s degree from Spelman College with Phi Beta Kappa honors, a master of public health (MPH) degree from the University of Michigan, and a doctor of public health (DrPH) degree from Harvard University.
